Why "Rob-Your-Neighbor"* never caught on in Star Fleet

CARDASSIAN: Exchange my present? No, thank you; this is my authorized present and I'm perfectly happy with it.

VULCAN: Now that the initial element of chance has been completed, it would be illogical to exchange this known and acceptable present for an unknown and potentially unacceptable one.

FERENGI: Exchange presents? For free? I'm sure there's a Rule of Acquisition about this!

BORG: All your presents will be assimilated to enrich our material diversity.

KLINGON: Touch this present and I'll kill you where you stand!

* A popular party game around the holidays. Each guest brings one wrapped present (usually a joke gift, or "white elephant") to contribute to a common pile. During the game, each player in turn has the choice of taking an unopened gift from the common pile, or taking an opened gift from a prior player (who then gets to choose again, as well).
